Current NHS -Secondment 2 years Non NHS – Fixed term for 2 years The post holder will be responsible for the coordination and development of the East Riding of Yorkshire Place Health and Care Committees planning and performance of programmes of work through the East Riding of Yorkshire Health and Care Committee (ERY HCC) Programme Management Office (PMO). They will lead the PMO function across the Health and Care partnership, maintaining oversight, including tracking, monitoring, risk and issue management, aligned with priorities for each programme, establishing and embedding the required programme governance and reporting arrangements. Place Director Assistant Director of Strategy and Population Health Head of PMO (this post) 2 | P a g e Approved JE panel 10.08.23 The post holder will lead the provision of efficient, effective, and well-coordinated programme management function and will be responsible for providing professional PMO expertise, defining current processes, facilitating discussions and advising colleagues as to how best practice might be adopted in the definition of future processes, document those processes as they are agreed and oversee their delivery. The post holder will require analytical skills to gather, interpret and consider highly complex financial, governance, performance, service and public health information from a variety of sources, assessing multiple options and use their specialist knowledge to provide reports and advice to the Committee.
They will need to identify interdependencies across multiple workstreams within the programmes of work, recognising the potential impacts and building contingency and adjustment where needed. The post holder will manage their own workload, making decisions about how to plan, deliver and evidence delivery of Committees strategic objectives, guided by principles and polices that they will be required to interpret to ensure defined objectives are achieved. They will directly manage resources (personnel) as required within the PMO team, including the Programme Management Office Team, whilst reporting to the Assistant Director of Strategy and Population Health. To undertake this role, the post holder will require a wide range of skills including specialist strategic and operational knowledge of performance metrics affecting the Health and Care Committee and an oversight of key metrics of partners.
Therefore, an extremely high level of PMO knowledge, programme and project management skills and excellent communication skills (both verbal and written) will also be required. They will be required to act decisively to respond to key pieces of work at short notice, with challenging timescales, working with partners to ensure outcomes are achieved, taking a holistic view to the entire body of the Committees workplan. In order to drive outcomes, they will draw on their extensive operational planning, performance delivery, PMO and programme management expertise and have the necessary credibility to influence and engage stakeholders across partner organisations, challenging and holding to account as required.
