Job summary
An exciting opportunity has arisen within the Union and Devolution Directorate, playing a key role in delivering the UK Government’s flagship levelling up agenda in Scotland. This is an important role that will help us deliver key Levelling Up programmes in Scotland, as well as help us ensure Scotland’s voice is heard within the design of new programmes.
We are seeking a strong and dynamic team player. You will support work across a wide range of internal and external partners including central DLUHC teams, wider UK Area Teams, the Scottish Government, Scotland Office and other Government Departments to help drive economic growth and deliver the Government’s ambition to level-up. You will support the delivery of major funding programmes including the £4.8bn Levelling Up Fund, the Community Ownership Fund, the UK Shared Prosperity Fund, the Green Freeport programme and the development of new Investment Zones, making a real difference to communities both in Scotland and across the UK.
You will be a key support to partnership work with local leaders and stakeholders to develop and deliver plans to boost local economic growth, to ensure our expertise and knowledge of places is taken into account in the development of tailored and effective policies and investments to improve places across Scotland. Job description
Working with G7 Area Leads to support the delivery of funding programmes including the £4.8bn Levelling Up Fund, UK Community Ownership Fund, Investment Zones and Green Freeports within an agreed portfolio of places across Scotland.
Working with areas in Scotland to ensure the unique ambitions, challenges and opportunities for economic growth in each area are understood, and feeding this into national discussion.
Supporting areas to achieve ambitions including through supporting them to access funding opportunities.
Providing strategic local knowledge and insight into the appraisal, assessment and decision-making process around funding, through discussions with both central DLUHC teams and individual places to help inform prioritisation of projects.
Maintaining relationship with local authorities, holding meetings to discuss programme performance and supporting interventions should delivery issues arise, and using these relationships to identify solutions.
Preparing high quality briefing material tailored for the audience (usually Ministers and Senior Civil Servants) and promoting, arranging, and supporting Ministerial and other visits to Scotland.
Maintaining relationships with key stakeholders across the wider public, private and third sectors as appropriate and using these relationships to lever solutions where issues arise.
Ensuring places submit programme level returns on time and use agreed performance management framework to ensure consistent delivery across all funds.

You will be a dynamic individual with the ability to deliver at pace to meet the demands of a fast-moving policy agenda. You will contribute to the work of the team in a flexible and supportive way. You will approach relationships with all stakeholders (internal and external) in a constructive and solutions focussed manner.
Essential:

HEO salary
The salary for this role is £32,178 (National).
For existing civil servants, the usual policy on level transfer and promotion will apply and is non-negotiable. If you apply for a role that requires a transfer of location, for example if you are transferring from London to a National location, your salary will be adjusted in accordance with our policy on transfer between HQ pay ranges.
Please note that the average employer pension contribution is based upon the National minimum salary for this role. Should your agreed starting salary for this role be different, the average employer pension contribution will be calculated accordingly. If you are a Secondee, this will not apply as you will remain on your home organisation’s terms and conditions.

Internal Fraud Database
The Internal Fraud function of the Fraud, Error, Debt and Grants Function at the Cabinet Office processes details of civil servants who have been dismissed for committing internal fraud, or who would have been dismissed had they not resigned. The Cabinet Office receives the details from participating government organisations of civil servants who have been dismissed, or who would have been dismissed had they not resigned, for internal fraud. In instances such as this, civil servants are then banned for 5 years from further employment in the civil service. The Cabinet Office then processes this data and discloses a limited dataset back to DLUHC as a participating government organisations. DLUHC then carry out the pre employment checks so as to detect instances where known fraudsters are attempting to reapply for roles in the civil service. In this way, the policy is ensured and the repetition of internal fraud is prevented.
